Your Florida PEP to-do

  1. Enroll in the program's own category
PEP is for students not enrolled full time in a public or private school, but a PEP student is registered with Step Up For Students, not with the school district as a home education student. No letter of intent is filed; a child already in a home education program must end that status with the district once the PEP scholarship is confirmed.
  2. Apply or renew for 2026-27
February 1 to April 30, 2026, for renewal and new students (closed). Students with a deadline exception (dependents of active-duty military, foster or out-of-home care) may apply until April 15, 2027.
  3. Accept or decline the 2026-27 scholarship in EMA
By May 31, 2026, for renewal and new students.
  4. Submit the 2026-27 Student Learning Plan in EMA
By May 31, 2026; a first plan submitted later means no funding for the year.
  5. Upload the prior-year test results (renewal students)
2025-26 results by May 31, 2026, to be funded in 2026-27.
  6. Public school attestation (only students funded for Quarter 1 in September)
By September 15, 2026. If the answer is "yes", proof of withdrawal from public school on or before July 31, 2026 is needed.
  7. Pre-authorization requests for 2026-27
    By May 28, 2027.
  8. Buy items and services with 2026-27 funds
Between July 1, 2026, and June 30, 2027 (some tuition and curriculum may be bought earlier and claimed in the year).
  9. Submit 2026-27 reimbursement requests
By July 31, 2027. Reviews can take up to 60 days after all documents are in.
  10. Apply for 2027-28
Dates not yet published (the 2026-27 season ran February 1 to April 30, 2026). Step Up offers an email sign-up for the 2027-28 opening.

Where you submit
EMA (Education Market Assistant) by Step Up For Students, with MyScholarShop · site
Both direct pay and reimbursement
Learning plan
Yes. Every year the parent writes a Student Learning Plan (SLP) in EMA: the learning priorities and progress for the child and the goods and services needed. For 2026-27 it had to be submitted by May 31, 2026, or the student is not funded that year. The plan guides instruction; it does not limit what can be bought. Hybrid private school students also explain how the days off campus are spent.
Testing
Yes. Every year the student takes a nationally norm-referenced test identified by the Florida Department of Education, or Florida's statewide assessment, and the parent uploads the results in EMA before renewal (2025-26 results were due May 31, 2026). Students with a disability for whom a physician, psychologist or IEP team finds testing not appropriate are exempt with the Standardized Testing Exemption Form.
Renewal
Yearly. Submit the renewal application in EMA in the application season (February 1 to April 30 for 2026-27), accept by May 31, and by May 31 submit the new Student Learning Plan and the prior year's test results. Renewal students (funded in Quarter 4 of the same program) get first priority; missing a renewal deadline makes the student a new applicant. Skipping a year means applying again as new.
The program is the Personalized Education Program within the Florida Tax Credit Scholarship (FTC-PEP); Step Up's 2025-26 and 2026-27 handbooks both use that name. Funding comes from tax credit donations raised by Step Up For Students.
Amounts depend on the grade declared on the application and the county of residence; they are set each year by the Legislature. Once the Department of Education assigns the amount, later grade or county changes do not change it. Funds arrive in four equal quarterly deposits (Step Up receives them August 1 or September 1, November 1, February 1 and April 1).
Capacity: up to 100,000 students in 2025-26, growing by 40,000 a year until the cap is removed in 2027-28. Applications may close early when the cap is reached.
Priority for new applicants: household income at or below 185% of the federal poverty level (and foster care), then 185-400%, then above 400% or no income information (first come, first served).
Unused money rolls over, but no new deposit is made if it would raise the balance above $24,000. An account with no spending for two consecutive fiscal years is closed.
Florida law bars PEP funds for digital devices such as laptops, computers and peripherals.
Ways to pay: direct billing to providers in the EMA Marketplace, MyScholarShop purchases, or paying out of pocket and requesting reimbursement (paid by ACH, PayPal or check). A denied reimbursement can be appealed once in EMA. Parents cannot pay themselves for teaching their own child.
New in 2026-27: a public school attendance attestation or proof of withdrawal before funding.
